Former Chester Towers ("Prior Residents") - Applicants who are or were former Chester Towers residents covered by the Chester Towers HOPE VI HOPE VI Revitalization Plan are those families who lived at Chester Towers on March 17, 1999, and are lease compliant at the time of application for homeownership. Applicant's status and eligibility will be verified with the Chester Housing Authority.
Public Housing/Section 8 - Applicants who are currently living in a public housing development administered by the Chester Housing Authority or are currently participating in the Section 8 Voucher/Certificate program administered by the Chester Housing Authority.
Other Low and Moderate - Any applicant who is currently living in the City of Chester and surrounding municipalities or within the Delaware and Philadelphia counties with income below 80% of area median income as defined by the income limit table below.
